Your answer of controlled migration would be illegal within India.  You are 
still getting confused between states and countries.

While I am skeptical of the claim that one in three Indians is a migrant within 
India, because this sounds too high to me, your "key fact" is not a fact at all.

Why would Indian migrants within India behave differently when they migrate to 
some other Indian state and differently when they migrate to Goa?

The REAL integration and assimilation is what takes place mostly in the US and 
Canada and and to a lesser extent in Australia, NZ and Blighty, where 
subsequent generations begin to intermarry with the locals.

Within India, a Mallu behaves the same whether he is living in Goa or Punjab or 
UP.  He maintains his traditional culture/customs/language though he may learn 
to speak a local language, or use Hindi which is becoming more widely used 
across India now than ever before.  He and his family go back to visit his 
"gaon" from time to time.  Other Indian migrants do the same, regardless of 
where they live in India.

The Goans who live in Madhya Pradesh have the same culture/customs/language as 
the Goans who live in Maharashtra or Bengal.
