GBA seems to have been inflicted by the casino culture. It appears to be 
throwing the dice, deliberately or otherwise, wherever it feels it has a chance 
to deepen the confusion further. It's mandate was to throw out the RP2011 which 
it successfully did. Thereafter it took on the task of ensuring that a just and 
informed RP makes way. Its role on the Task Force in this regard need not be 
mentioned as the contradictions have been exposed on several occassions before, 
and for which we were rebuked and ridiculed by the interests that be within 
GBA. After the TF party was over, GBA suddenly got into training Panchayats on 
Village Planning. Very good! How much of it has been achieved and whether 
people have benefited or some GBA members have benefited will be seen sooner 
than later. 
Now GBA has suddenly ventured into the aspect of 'Ward Development Committees 
being involved in Disaster Management' after the Canacona floods. From where 
has this understanding surfaced? To our knowledge WDCs have an entirely 
different role to play. 
Secondly, does the GBA have the ability to spread so thin? If it does, then 
what is the status regarding the drafting of the RP2021 and all its related 
confusion of contravening laws on the 73rd Amendment and section 16, 16A, .... 
which was its chief mandate? 
As a former Jt. Convenor now questions, "is it a case of disaster advantage" - 
that some in GBA are trying to feather their own nest?"
GBA definitely has some answering to do in this regard. It needs to satisfy the 
questions put down below which are nothing new but have been raised by us way 
back in 2007-2008?
1.Has it got a clear blue print on the type of planning process it advocates in 
Goa's villages?
2. What is it's stand on the draft of common building rules for VPs and 
municipalities under an independent Act that were published by the government 
some time ago?
3. What is the building coverage and FAR that GBA endorses in villages?
4. What is its stand on ODPs enforced even before the RP 2021 is finalised?
5. What is it's stand on Village Panchayats being brought under ODPs which 
ultimately is the license for imposing control of PDAs?
6. Is it in agreement with the present single zoning system pushed in Village 
Panchayats by the TCP? e.g either VP1 or VP2 or VP3, .....etc?
