Waziristan was a member of the Afghan Amirate federation when it was
annexed by Britain. Renamed a "Tribal Area", it was still crucial enough to
merit rule by a Brit governor, not a mere district commissioner. It was a Gov.
Olaf Caroe who used the Mehsud tribe to subdue the other groups, when he called
them 'pack hunter wolves', in 1876. Using a page from that book, Pakistan has
placed them on it's payroll this week, as it invades the territory with bombers
and heavy armour.
Bombay's oldest law firm is the venerable 'Craggie, Caroe and Blount', to
which name was appended 'Mulla and Mulla', in later years. I suspect a
political connection.
Starting six months ago, I volleyed New York Times blog sites with
quick-mail, suggesting that Scott emigrees in the West -like Caroe and Craggie
in India - had renamed Dakota country the "Badlands", in a similar fashion.
The area is best remembered for the Kitt Carson massacre at the Little Big

About three months ago, 'tribal areas' was relegated to history in the
columns of the Times : it is now Waziristan.
