Fred, It was not a boast. Just to let us know how we Indians behave in India and abroad. Ours is the best example of democracy..any thing 'chalta hai'...if caught by cop, a paper back will do the trick.
You must travel down south, where I come from...The voice pollution, noise pollution, the constant honking, no lanes, scant respect to traffic rules or to people trying to cross), lack of traffic signs nor signals (even at cross roads), merciless overtaking on single lane road (even the so called NH17 ia a single lane road) that results in head on collisions...you name it we have it. (like been there..done that). Compared to that, Goa is heaven (at least I feel that way), Goa roads are decent and next time I visit, I must see the Dudhsagar falls and the Tambdi Surla temple.
