MARGAO: Any nation does not become a great one by development only, but it also needs human and psychological growth and this can only be achieved by culture and the arts, felt the Chief Minister, Mr Digambar Kamat. Mr Kamat made these observations while speaking at the inaugural function of renowned poet, the late Balkrishna Bhagwant Borkar or Bakibab Borkar birth centenary celebrations at Ravindra Bhavan, Margao on Sunday.
