Hmmm... what happens to the person who was born a Portuguese citizen in Goa,
and by virtue of the Indian army takeover of Goa in Dec 1961, is forced to
become an Indian citizen, but retains their right to Portuguese nationality,
and based on this, obtains a Bilhete de Identidade? Can they still live in Goa?
