I have been saying this for years; one way to go about it is to catch the guys with a spy cam; spy cams are now available for below Rs. 2 K. TV channels would be very happy to broadcast the scenes, just like today's Andhra Governor's sex romps.
CBI comes into picture when the departments are centrally funded such as
Ministry of
company affairs etc. They dont come in the picture when the issue is state
related, unless
they are specifically invited to probe.
