PANAJI: The first rumblings of the new year were felt in the government on
Friday when education minister Atanasio “Babush” Monserrate changed his

mind about joining the Congress and spoke of reviving the group of non-Congress
and non-BJP MLAs.
His decision stems from the fact that he should be sure of his fate and hinted
that he did not want to face the sword of a disqualification petition, that is
currently dangling over Churchill Alemao and Alexio Reginaldo Lourenco.
“The government must accord due respect to its supporting partners and we as
partners will see that it wakes
up and delivers the goods,” Monserrate said. The education minister
categorically stated that they would try to revive the group f non-Congress
members, comprising three NCP MLAs, two MGP MLAs and independent MLA Vishwajit
Rane. He, however, said that he was not part of it earlier. When contacted,
chief minister Digambar Kamat said, “It is up to him.” Monserrate appears to be
upset over the delay in distribution of computers under the cyberage scheme to
higher secondary students and said the government should deliver what is
possible instead of pursuing unfeasible projects like the Dona Paula to Vasco
sea link.
“The total requirement for the cyberage scheme is Rs 54 crore, but a budgetary
allocation of only Rs 18.30 crore was made this year. So far not a single
computer has been delivered,” he told TOI on Friday night.
