PANAJI: A proposal to hike the monthly salaries of contract teachers at the
higher education level from Rs 8,000 to Rs 21,000 for those who have not

cleared NET/SET and Rs 27,000 for those who have cleared the eligibility for
lectureship tests, has been approved by the state's finance department headed
by chief minister Digambar Kamat, sources told TOI. However, it has been
waiting to come before the cabinet for approval for the last three months, they
added.
Sources said the proposal for the pay hike was formulated by the directorate of
higher education after the recommendations of the sixth pay commission were
announced. Presently, contract teachers who have the required eligibility, as
well as those who don't, receive a monthly salary of Rs 8,000. Those who teach
on an hourly basis get Rs 124 per hour. According to the new proposal, the
latter teachers will be eligible for a payment of Rs 250 per hour.
While the proposal has been cleared by the state department it is yet to be
placed before the cabinet. Sources alleged that there is some objection to the
new scheme from senior government officials who contend that while those who
have cleared the national or state eligibility tests are eligible for the pay
hike, those who have not cleared NET/SET might not be brought on par in the
hikes.
This has led to a deadlock that has stopped it from being put before the two
consecutive cabinet meetings that have taken place since the proposal's
approval by the finance department.
With only three months left for the present academic year to get over, whether
contract teachers presently in service will benefit from the new proposal will
depend on their contract renewals for the next academic year.
