MARGAO: Looks as if the Raheja’s Carmona project has cleared all official
hurdles and is set to see the light of day.
As sources say that at its meeting on Wednesday, the panchayat body passed a
resolution clearing the way for issuing of licence to the project.

A few days back, the Town and Country Planning Department had issued a
provisional NOC for the sub-division of land at Raheja’s Carmona project.
The sarpanch, Mr Eustak D’ Costa confirmed this, saying that they had
resolved to clear the file, but conceded that they had considered the road
as it was.
When panch, Mr Orlando D’ Silva, who is opposed to the project, was
contacted, he told media that he had not gone for the meeting.
“I had sent my leave of absence. But in case it is passed then this is
wrong. Especially, as there is a BDO enquiry in the matter. And even the TCP
has committed a fraud by going against its own observation,” he alleged.
However, sources in the village say that they are planning to approach the
courts. It may be recalled that the TCP had said that all conditions were
met when provisional NOC was issued.
“A provisional NOC has been issued. And, all the conditions have been
compiled with,” town planner, Mr Rajesh Naik had told media on that day.
It may be recalled that the real estate giant’s plans to build  a mega
housing project consisting of 600-odd flats, had initially been blocked by
the villagers.
However, the realty firm changed its plans and asked for sub-division of the
88,000-odd sq mt into 15 plots — beginning from 9000-odd sq mt to 1800-odd
sq mt.
Going back in time: This sub-division file had been sent to the TCP leading
to uproarious scenes at a recent gram sabha with one member Mr Antonio Silva
trying to pass a resolution asking that the panchayat body recall that
particular project file back from the TCP department, and place it before
the gram sabha for its opinion. However, this demand was rejected by the
sarpanch, Mr Estaq D’ Costa, chairing the meet, who refused to allow this
resolution to be passed.
At that time, Mr Orlando had said that they “need an onsite inspection to
arrive at the truth.”
This breadth of the road was also the subject of the controversy at the gram
sabha as members were insistent that even though the road on the map was
shown as 10 meters, this was not the actual physical reality. They wanted a
physical verification of the road by the panchayat body and the TCP
department.
