That, I believe, is his right. Even though neither he nor his constituents are (known to be) residents or citizens of Australia, he and they are quite within their rights to express their concerns. You did notice, did you not, that the same Samir Kelekar did not afford the same courtesy to Rajan Parrikar because Rajan apparently has US citizenship.
