the employers (those who employ migrants) to bear the cost of
their accomodation, and clear the slums in a phased manner in a
few years"

In addition to your point above, I would also like to add that Mega Housing
Projects also play a huge role in bringing in worker (migrants) and other
residents (Migrants); addressing these will help stop the un-controlled
migrant influx!!
