This is a clear admission by Soter of his and GPA's incapability.
With such incapability, what right has Soter to criticize the
capable GBA ?
At least GBA is trying to reach the skies. Let us commend them
for that, and learn from them, even their mistakes.
What Soter signifies here is a clear malady that afflicts a lot
of Goans --- I will pull you down as well as I will not do anything
myself. This is the single most important reason for the mess
that Goa is in today.
