While Soter has been in the forefront of wanting his dear Panchayats
bestowed full powers of the 73rd. Amendment, he has been running away from
the questions you have asked him.
Soter must answer these questions. As far as I am concerned, Panchayat
members, with the connivance of the BDOs MLAs and Ministers are
'peacefully filling their own pocket. [pun intended]
Did Soter denounce the un-opposed election of the ZP member Nelly in South
Goa? Is getting elected up-opposed has any meaning in a democratic set-up?
For example, I contested Taleigao by-elections in 2005 against Babush
Monserrate because I wanted to force the election process. Otherwise Babush
was getting himself elected UN-OPPOSED.
Yesterday we have seen the political wheeler and dealer who has ultimately
routed himself in politics at the fag end of his political life, Dr. Wilfred
D'Souza, prefers to tell the world that quote 'good people are wanted in
Zilla Parishad unquote. Why? Because his son-in-law is contesting? And the
Goa Legislative Assembly is reserved for the bad/rotten guys???

accountability is there for these institutions? I have in the course of my
life, seen panchayats destroy villages. I have rarely seen them build
anything constructive. I'm sorry I have a very poor opinion of panchayats.
What have you personally done to ensure there is accountability for these
rogue individuals who are a law unto themselves? Should I now go about
calling Soter inefficient or should I accept that Soter has done what he
can.
