You have asked very potent questions.

First of, if you remember, there was a parliamentary delegation visiting Goa some few years ago (2005?) headed by Ram Jethmalani. This Parliamentary delagation actually came for a paid vacation in Goa and met heads of the political parties at the Mandovi Hotel. I, as the representative of the Goa Su-Raj Party raised the question of Goa having too many assembly constituencies and suggested that the constituencies should be decreased by half to 20 so that the detrimental effect of smaller constituencies ( where everyone knows everyone and easy to manipulate especially during elections and where a goon can win elections through intimidation etc) be eradicated. The party had also made a written representation with many other points including this one.

Re: 4 ministers, Goa Su-Raj Party's constitution allows only 5 cabinet berths (this provision among few vital others having been sealed for life from amendments) including the CM. The Goa Su-Raj Party came into being in the year 2000. Therefore you are late by 10 solid years for suggesting this.

Nevertheless, we do appreciate the spirit in which you have made the above suggestions. Alas! You have chosen to remain 'apolitical' .... waxing and vaning in your support to non-performing monsters like the Congress and the BJP. You must realise that Goa needs a bitter pill to clean the putrid system of governance. And therefore, the need for the 'sun' to shine consistently on Goa without its waxes and vanes ( if these be attributed to the sun :-) ) or atleast until the 'inconsistent bad' has been scorched and taken out of circulation.

Our government does not seem to get its agenda or priorities right.  The
Goa’s State Exchequer, already on the verge of bankruptcy, was further bled
by a crore of rupees spent on the recently held, state organized, carnival
celebrations. There is no money for the much needed infrastructure
development projects but around a whopping Rs 30 lakhs a month is splurged
on 434 policemen providing security cover for our politicians, their kin and
property.

Its time our politicians start thinking of Goa. For a start we can manage
this state with 20 MLAs and just four Ministers. The wasteful expenditure on
unnecessary Zilla Parishad members can be done away with. More powers
instead should be vested with the village Panchayats while making them more
accountable.

There seems to be no solution in sight to the mounting garbage problem and
the galloping corruption. Every issue this government addresses seems to
always result in two or more new problems. Will Goa ever cruise along? Or
will Goa continue to be grounded like the River Princess.
