OH yes,it has happened ! Corruption is endemic in our system.(Police,people,everyone is corrupted by monetary or for political reasons) Those manning/operating chosen from amongst government officials,and powerful ministers control. It can happen during counting or at leisure anytime after.Quoting /following the British system is not a panacea for our ills.
