Wasteful expenditures are ruling in Goa for a long time now. This is because in Goa, like in the rest of the country, none of the political parties are geared-up for good governance. On the contrary, their political manifestos are promoting wasteful governance, governance through nepotism and favoritism, which calls for an un-co-ordinated governance, meaning: each minister is the LORD F***LAND operating on the dictum ...."I SHALL DO WHAT I WANT ... DO NOT INTERFERE IN HOW I RUN MY BUSINESS". This is because the PMs or the CMs are totally and ashamedly 'impotent' to do anything or to take 'corrective' action. Please tell me if I am wrong here in the wake of (1) the demolition of the Babri Masjid (2) Godhra riots. (3) Mayawati and her statues when lakhs of people go hungry, while the PDS grain rotting in godowns everywhere ......(4) Mining leases renewed or resurrected from dead to devastate a beautiful state like GOA...... . need I enumerate more?????

I was watching this tamasha from as far back as prior to 1999, when in late 1999 I took a step forward in organizing a debate through numerous brain storming sessions involving a broad spectrum of Goan intelligentsia which ultimately lead to the formation of Goa's newest political order called the Goa Su-Raj Party. The Constitution as well as the permanent manifesto of this Party leaves no scope for the CM to be impotent but sits as the head of a vibrating co-ordinated governance whose task is solely to implement the said 'permanent manifesto', never allowed to depart from this route by the hawkish Party elders who sit behind viewing the performance of the cabinet it has put together along with the people at large, as well as the overall administration it promotes with a power to bring down the AXE on anyone who should deserve it with the departure from from the mandade.

We have been reading CAG reports for a long time now. Today, Manohar Parrikar may have been summoned by the CBI to probe his utter irregularities during his term of office, more so the IFFI -2004 affair where crores and crores of tax payer's rupees went in the pockets of friends and friends of friends. But nothing will come out of it. It is a big hoax and Nisser Dias himself says it boldly that 'democracy allows it'. No body will be able to shake the Joaquim Alemaos of dirty Goan politics. If there is some seriousness to correct the wrongs, the multi-layers of blind-folds that are making the Country's ENFORCEMENT DIRECTORATE stark blind must be lifted so that it may SEE. Then and only then some semblance of right over wrong will appear to be descending and the controlling effect on the loot and plunder which is going on with impunity will at least come to a stand-still if not regressed.

And the funny part is that our Goan intelligentsia will write reams on the CAG reports and the scandals that happen in broad daylight so that other people may read and appreciate the capacity of the writer to write such things boldly. The end result of all that writing is nothing but to find itself at the bottom of the waste paper basket as life goes on merrily ever after.

What this unfortunate GOA needs today is the 'PPS' movement where people who stand in line to vote become conscious of the destruction wreaked by their obligatory voting, shake themselves for once so that the words 'HEY WHAT HAVE I BEEN DOING????' come out, to make them network with other like minded persons for once, and move like an army of 'WHITE ANTS' not to eat-up the 'CHARAS' like our efficient Goa Police has allowed to be eaten under their very feet, but to bring awareness in every man, woman and child, that POLITICAL SANITY is a must if Goa has to remain the Pearl of the East, our beloved Goa that we want to see as, before we allow it to sink into the quick sand of corruption galore.

The Urban Development ministry or rather the minister Joaquim Alemao
stands completely exposed for criminal waste of exchequers’ money.
Comptroller and Auditor General of India (CAG) in its audit report has
nailed the minister’s hide to the wall by uncovering his lapses
purportedly committed to suit his pockets but not for public benefit.

It is not that CAG has targeted only Goa State Urban Development Agency
(GSUDA) for its folly, it has also pointed out some anomalies in other
ministries, the only difference being facilities set up by other
ministries are being utilized, but in the case of Urban Development
sweeping machines have not been put to use at all beyond the
demonstration day, where more dust was caused rather then collected.
Sonsoddo garbage dump has become a milching cow for the GSUDA.

Joaquim Alemao has even wasted money in Fisheries ministry; he has
poured crores of rupees in the pilot prawn hatchery at Benualim to see
its demise.
