India has swagger. Its booming economy has created an affluent middle
class and a triumphant elite of politicians and business leaders. It has
a major information-technology sector and super-rich tycoons. U.S.
presidential candidates, in 2008, debated ways to stop American jobs
from being “Bangalored.”
Some in India take it further: They expect to become a superpower.
Ramachandra Guha, author of the celebrated 2007 survey titled India
After Gandhi: The History of the World's Largest Democracy, is poking a
stick at that popular ambition.
While in Ottawa recently to deliver a lecture, he gave his reasons for
believing that it's much too soon for India to see itself as a true
global powerhouse.
