No-Confidence
motions are moved so Panchas can mint money. Every time there is a No-Confidence
motion, each Pancha demands between Rs.1,00,000-2,00,000 (depending on the 
village) to support the motion or oppose it. 

 

Due to the above, some Panchayats have come up with a novel
idea i.e., to share the 5-year term among all elected members, of course, for
their own benefit. The first year is shared by a group of people. At the end of
the year, another Sarpanch, Deputy Sarpanch and Panchas are put in place. At
the end of the third year, another new Sarpanch, Deputy Sarpanch from the lot 
takes
over along with a new set of Panchas. Thus, every one of the elected members
gets to rule and loot!
