FN on May 14 quotes Fatima de Silva e Gracias from her book -- Health and Hygiene in Colonial Goa 1510 - 1961 - '' The literacy rate increased from 10.91 % in 1881 to 31.23% in 1960 for the whole of Goa. Since Old Conquests ( Ilhas, Bardez and Salcete) had the highest number of literate and educated persons. it would appear that actually in 1960 the literacy rate among Catholics was much, much higher than 31.23% , which would appear to be highly implausible.
