Reminds me of something that happened in Goa. I can't pinpoint exact details as age has dimmed memory. Years ago, a Chinese sailor had hacked his captain to death while the ship was off Goan waters. So when the ship berthed at Mormugao, the sailor was promptly arrested and incarcerated in the local jail. He languished in jail for a number of years because there was no one who could understand his language to communicate with him. So he was kept in a kind of legal limbo. This went on for quite a number of years till the print media got wind of it and blew it up. The man was released after a number of years in jail.
