RESPONSE: We had this in Singapore up to around 1980 - then Singapore
started a clean up drive, courtesy campaign and no spitting....on the spot
fines. Little India (S'pore) was cleaned up in a jiffy!

The only way to get India into the 21st Century, is screaming and kicking,
with heavy fines and those who can't pay to do forced work, with the only
payment a meal.
