First proper planning is a MUST to develop infractures like roads,
footpaths, drainage system, telephones, cable networks, parks, garbage
collections and recycling, ...... the list is endless
Than start constructions and related developments
Laws must not be just for the sake of regulations. Regulating what?
Perhaps further RAPE OF GOA by so called new laws.
