Goa's Central Library is the oldest Public Library in India. It was established on 15th September 1832 by Vice Roy Dom Manuel de Portugal e Castro as ‘Publica Livraria.’

In contrast, the The history of the National Library (formerly the "Calcutta Public Library") was started in 1836. That was a non-governmental institution and was run on a proprietary basis.
