40 mtr setback rule
I think 40 mtr setback rule was in place since the beginning.
 i.e. 40 mtr from the central line either side of NH - 'No development zone'
Looks like some people or the officials bent the rules by paying hefty bribes 
(including PWD-Highways, Panchayats, TCP etc).
 
When I wanted to repair my house with extension near NH17 Agassaim, 
I was refused or made it difficult for me by the PWD.  I am sure, if I had paid 
the bribe of  Rs.20,000 things would have been different
(but I gave up after taking into a/c the bribes that I would have to pay the 
other 
depts  such as TCP, PWD, PHC and Panchayat)
