Government of India promotes the caste system by giving specific 
privileges in education, jobs and examinaton to persons belonging to 
specific castes.  At present upto 50% of professional college seats are 
reserved based on caste.  Secondly, educational qualifications are 
relaxed for persons who hold the specified caste degree.  To enter a 
University, 50% marks are required of those who do not hold the caste 
certficate and only 40% for those who hold it.  The government starts 
this caste conciousness at a young age by providing bus transportation 
to school only for those who have the caste certifcate and other 
students are treated as second class citizens.  This situation is true 
not ony in rural areas but in the urban metropolitan areas as well. So 
at present India is divided anong those who have the privilege of a 
caste certificate, the remaining being treated as second class citizens.
