Mr Baliga, You fail to undertand that if given a chance, half the Indians would happily leave India in a nano-second to go settle in the United States or some wealthy Western nation.
Most Indian Americans I know, who go back to India permanently, is when they are retired or semi-retired. They spend their youth in a foreign country and then go back to India to die - which is an excellent idea, considering the Western world can be very challenging (weather-wise) for senior citizens. The percentage of younger generation of Indians returning back to India permanently, is miniscule. By the way, even I took OCI - not because of better prospects in India! You got to be kidding if that was the reason I took the OCI. Even I have plans to come to spend sizeable amount of time in Goa India, but I intend to do it when I am still young - not when my bones begin to creak!
