And, you have correctly assessed the possibility of the chaos which might have resulted but for this ban. Let us never forget that politics is a strange and complex game mastered by weird and ruthless individuals. The king-pins will not hesitate to use anarchists and the well meaning naive folks in order to achieve their political goal. Hence, the organisers have to be a step ahead. There is no need for decent folks (the vast majority of people from the subcontinent) to get caught up with the riff-raff element. It makes zero sense.
