It is indeed sad to know that Adv. Leo Velho, the Ex-MLA of Navelim is no more, may the Lord bless his soul and grant him eternal Peace in Paradise.
Well I know him also in another but unfortunate way, I was one of his election compaigner during those times and he knew me in that way too. however, during those times (1967-68) when one was arranging a New :Passport one required the attestation/recommendation of High office bearer like Judges etc. and therefore, Adv. Leo Velho came to my mind first to get his help. When my father and self appeared in his office he said he did not remember me but when I mentioned him of his election compaign he asked me what can he do to me. i then told him of my requirement, he then told me the Judge knows him very well but he will append his signature only for him personally and not to anyone else. We then told him that it was the exact reason i have approached him for his assistance and he expressed his helplessness, i came home very tensed and dejected as i was getting a visa for going abroad but could not process a Passport. Later, one of my ex-class mate told his brother of my problem, who spoke to his boss and his boss spoke to one of top RTO officer in Panjim and upon approaching him, he directed me to his good friend a PWD 1st Engineer and i got my work done without any further problems. But to my astonishment, i came across Leo Velho in Secretariate in Panjim often, who avoided me there, but someone told me there that Leo Velho was helping many to process the Passports for a price. I too did not bother to say hallo to him then. After couple of days as i was transiting through the Agasaim-Cortalim ferry, Leo Velho once again came accross me and this time he said hallo and asked me if my Passport is already done and i replied to him yes, today only i got my Passport and he just smiled, that was the end of conversation. Since then i remembered him as having helped him in his compaign in my Mandopa ward of about 1000 voters then, first he showed his ignorance of knowing me and second that he could help me but told me a lie that he cannot while he was already selling his Passport processing services for others though for a price. He was of course a well known and well respected person and our Ex-MLA. May good Lord excuse him for his ommisions and commisions and grant him eternal Peace.
