The issue of UID was raised by Francis D'Souza during question hour. Francis expressed his doubts about the ability of the Registrars who would collect data for the UID. Besides which he wanted to know who would receive the UID, would it be restricted to Goan residents, or Nationals or every individual. This prompted the speaker to quip in Konkani, "Soggleank zalear Chowdhury ietele!" (My quotes may not be exact but the words were to that effect.). The CM pointed out that Mr. Nandan Nilekani who is heading the UID project envisages a UID for every Indian.
Immediately, like a good LoO, Manohar Parrikar pointed out that first the migrants had to be identified along with the illegal emigrants from other neighbouring nations. The interesting point made by him was that in large states like UP, WB, AP, an influx of a few lakh migrants and illegal emigrants hardly makes a dent. But in Goa, even an influx of a thousand or so persons has tremendous effects.
