This sentence, in all likelyhood, MUST read like this:
"be sure that by next assembly elections Goans [not 'people of Goa' ... who
will by then mean migrant ghantis dwelling in slums, jopadpatties and rooms
rented out by bonafide Goans accross Goa] would be stripped of all their
powers including the right to casting of the ballots".
