COMMENT:- I do not think Joe is a small kid or a school brat who carries
sausages in his pocket and goes all the way to Panjim to tease dogs by stoning
them. No normal dogs, who are left loose attack humans beings unless rabid or
deranged. It is sad that some people have become like the politicians and the
police where they blame the victim instead of the assailant. It is obvious that
such an attitude is never a just one, but with ulterior motives, not conducive
of an educated and civilised society. As I had said once before, long back:
people who love animals more their fellow human beings have a psychological
problem which may have been caused by an unpleasant incident in the past.
