PRESS RELEASE – POST SEMINAR


SEMINAR ON REGIONAL PLAN 2021 - IMAGINING GOA'S FUTURE


A Seminar on Regional Plan 2021 - Imagining Goa's Future was held at the India International Centre, New Delhi on 18th September 2010. Goans from Delhi and the NCR as members of the ‘Goenkarancho Ekvot’ participated in the seminar. First session of the seminar was chaired by Mr. Edgar Ribeiro,Former Chief Planner, TCPO, GOI and adviser to Government of Goa on draft RPG-21


Goans in Delhi were made aware of the Regional Plan for Goa and the ills of the present government policies, apathy and corruption of those who govern the State which is resulting is the rapid destruction of the land through haphazard building of settlements in the name of development and the State being virtually being taken over by non-Goans, foreigners and migrant people from other parts of the country. There was a call for participation of Goans all over the world to invest in Goa and bring about awareness of what is going on in the State

Shri S.T. Putturaju, Senior Planner GOG and Head of Support Team for draft RPG-21 did not show up citing ill health. His presentation on “The basic ingredients of draft RPG-21” was run through by Architect and Member of draft RPG-21 Task Force, Dean D’Cruz who followed it up with his presentation on “The impact and the effects on Goa’s Ecology,Environment and Builtscape if the Regional Plan 2021 is implemented”


Blaise Costabir Industrialist and GCCI Member on draft RPG-21 Task Force spoke on “The Impact of the Regional Plan 2021 on the Economic Development of Goa” Peter De Souza, Director, Indian Institute of Advanced Studies, Shimla chaired the post lunch session of the seminar where the more firey speakers kept the audience alive and in the mood to discuss.


Rajan Narayan, Editor, Goan Observer spoke on “Implementation of Regional Plan 2021–through the lens of media”. As a non Goan settled in Goa over the past 30 plus years, Mr. Narayan regailed us with his experiences and views on how Goa’s character is rapidly changing as more and more developers and outsiders are buying into the State and Goans leaving for greener pastures elsewhere.


Mathany Saldanha, Ex Minister for Tourism, Government of Goa spoke on “The Golden Mean between the Goa Government’s Policy and the Aspirations of the Goan people” followed by Dr. Oscar Rebello of Save Goa Campaign and Member draft RPG-21 Task Force on “The participatory process for implementation of RPG-21 – opinions and feedback from citizens and actions by government thereon”

Some people in the audience expressed strong views and had recommendations to give as well. Overall the Seminar was an eye opener to the Non-resident Goan audience who were left wondering if there would be any place left for them which is affordable should they think of returning to Goa!


The Valedictory Address was given by Prof. Madhav Gadgil, Chairman, Western Ghats Ecology Expert Panel, Member, National Advisory Council, and Member, Goa Golden Jubilee Development Council.
