The Mapusa Nagrikancho Ekvott re-iterates its earlier stand made out in the very first paragraph of the 'Charter of Demands ' submitted to the Chairperson of the MMC as the preamble of this document which states as follows: QUOTE We, the Citizens of Mapusa, all of whom are your voters, wish to express by this means our great pain at the manner in which our beloved City is being administered by you, on whom we have reposed our trust. There are many things which are wrong with our City and very few that are right. Our question to ourselves therefore has been: Did we make a mistake in all these years to have entrusted the administration of our City into the hands of various representatives/Councilors who could only think in terms of who would be the President/Mayor of this City, and, after being so elected , looked-after his or her own interests instead of those of the City and its Citizens? Have we been silent spectators, too polite as is our Goan way, to say hard and harsh things when the need arose and, by our silence, contributed to the deterioration that has set-in and which has transformed Mapusa into a virtual morass? Those of us, whose signatures are appended to this Memorandum, think that we have been remiss in our duties and obligations as responsible Citizens. We think that we have been complacent and thus have contributed to the deterioration of the 'few things' that we had and which were at one time the pride of our City or something which gave us some pleasure. With that in mind, we are putting before you our Charter of Demands which includes short-term and long-term goals for the City of Mapusa. UNQUOTE 2. It is because of the above quoted message given to the Chairperson/Councilors of the Mapusa Municipal Council that Mapusa Nagrikancho Ekvott has come forward to contest the forth-coming Municipal Elections, not because it is hungry for power, but only it wishes to give the citizens of Mapusa an opportunity to vote for candidates who are sincere and who, if elected, will work for the proper and people-centric development of Mapusa. 3. The Agenda for the elected members of the Mapusa Nagrikancho Ekvott Shall be: FOR THE CITY: (a) Daily sweeping and cleaning (garbage removal included) will start and end before day break so that the entire city is kept clean before 6 a.m., especially the Main Mapusa Market and the surrounding areas. (b) Provide adequate and orderly and separate parking areas for various vehicles. (c) The concept of 'ring road' within the city where commuter vehicles 9bus) may ply to aid transport of people shall be explored, to obviate the need to bring their vehicles into the city proper to prevent congestion within the city. (d) Supreme Court's Order on illegal religious places shall be executed to the letter to free public places of such illegalities and unnecessary nuisance. (e) Mapusa ODP which has been objected to by MNE shall be sought to be re-designed to accommodate a new Bus Stand, Exhibition Gounds with all facilities like parking, food court/restaurants etc. as suggested by MNE. (f) Mapusa River beautification to include a joggers track and park to serve as a lung for the City to come up on the land lying behind the present Asilo Hospital OPD and extending upto the rear of the Government Complex. (g) All roads in Mapusa City and Suburbs to be marked with the centre line as will as the side lines and building of perimeter wherever necessary. (h) One way streets, shall, besides the road sign, also be indicated with arrows marked on the roads. (i) Parking areas shall be rationalized throughout the City and properly demarcated. (j) The RTO and the Traffic Police shall work in conjunction with the Municipal Council to regulate Traffic within the City. (k) Names of road/streets which have been changed without following proper procedures shall be reverted to the original. (l) Road signs and information boards shall be regularly reviewed and renewed or cancelled as necessary. (m) All encroachments shall be demolished. (n) Regular interaction with regard to the over-all sanitation situation in the city shall be held with the concerned Health Officer and remedial measures undertaken. (o) All roads within the Mapusa City shall be in good, motorable condition at all times. (p) Mapusa City shall be given greater green-cover and a committee of Councilors and conscious citizens shall be set-up for such planning and execution. (q) Any and all vehicles transporting garbage/trash/rubbish or waste shall report along with their registration numbers to the Council or the especial cell created for this purpose the following:- (1) time of movement; (2) place of loading; (3) destination; (4) on whose behalf or request. The transporter shall display the authorization to any person, even an ordinary citizen, asking for the same with severe penalties for default. (r) No interstate large transport carriers shall be allowed within the Mapusa city during the working hours i.e. 6.am to 8 p.m. FOR THE MARKET: (s) Prohibition of al vehicles into the market-place from 9 a.m. to 9 p.m. including motor-cycles with the exception of fish-carrying vehicles. All supply vehicles may enter the market after 9 p.m. (t) The market-place shall be made secure to prevent entry of animals. (u) The Market will have adequate street lighting during the night hours and security guards. (v) Careful management of hawkers and vendors to free the internal so that the consumer is not inconvenienced as at present and ensure that the pavements within and outside the market remain clear of all obstructions at all times, including the access to the said pavements. (w) Dedicated management of sulabh toilets shall be ensured. (x) All existing roads in the market shall be appropriately paved and convexed with gutters at the sides. (y) All market areas shall be hosed down after cleaning job is over. For this special water spraying vehicles shall be provided. (z) Stalls selling meat/chicken/and other perishable items within the market shall be properly sanitized. The stalls will be required to maintain quality freezers within the premises with alternate power supply incase of main power failure and all items such as machinery/tools sterilized to maintain the stalls in hygienic state. Defaulters shall be severely penalized. GARBAGE (aa) The garbage treatment facility set up at the Mapusa Municipal Market shall be closed-down as it emanates very serious stink. (bb)A full fledged and proper Garbage Treatment site for the Mapusa Garbage shall be set up with proper segregation washing of dry components from the wet garbage and composting of the wet garbage with regular crew working at the site. (cc) Dry segregated garbage/wastes shall be re-cycled. (dd)Any/all dead animal carcasses from the streets or elsewhere shall be picked up by the Council and disposed off appropriately at the Garbage treatment site. A dead animal reporting telephone number shall be provided. (ee) Mapusa Market garbage shall be cleared and market areas sanitized before 6 a.m. SEWERAGE (ff) The new Mapusa Sewerage System which has been promised by the P.W.D. Minister to the delegation of MNE demanding that the GICA Sewerage Scheme be implemented for the City of Mapusa shall be starting soon as according the Shri. Chimulkar, the PWD Executive Engineer. The MNE delegation shall be meeting with him for the follow-up on this project in 15 to 20 days when the entire plan for Mapusa shall be open for scrutiny. (gg) All existing Septic tanks shall be mandatorily connected to the central sewerage system. (hh) The Municipal Council along with the Health department will work towards sanitation and eradication of the mosquito menace through regular fogging and spraying of any stagnant water sources. (ii) All existing septic tank airing pipes shall be mandatorily fitted with anti-mosquito adapters to prevent mosquito escaping into the air from the septic tanks. (jj) All gutters shall be covered with appropriate and quality/durable slabs. (kk)Regular inspection of the sewerage/gutter system shall be mandatory and logged. (ll) The Mapusa Market gutter shall be thoroughly cleaned , sanitized and appropriately covered. (mm) No effluents shall be allowed to reach the Mapusa River and the de-poisoning of the Mapusa River shall commence. (nn) The bank of the Mapusa River across from the NH17 by pass shall be preserved as it houses many species of animals and birds which are unique to the said environment. ADMINISTRATION: (oo)Every ward shall have a Ward Committee which shall be chosen by the residents of each ward . These committees shall identify what is needed to be done in the respective ward and bring this to the notice of the respective Councilor. The Councilor shall arrange interaction of the ward committee with the authorities such as Police, Traffic Police/RTO/ Collector/Dy. Collector/Chair Person of the Municipal Council/ Mamlatdar/Health Officer etc. so that proposals may be put forward and get them executed to the satisfaction of the people (pp)Resolutions passed in the Council shall be respected and executed within the respective time-frame. (qq)The council shall invite suggestions and observations from the public which shall be deposited in a suggestion box. Each suggestion and observation shall be evaluated by a special committee of councilors set up to oversee this and make a report to the Chairperson, intimating the concerned person who has made the suggestion and observation about the result thereof. 4. CENTRAL SCHEMES SUCH AS: [1] UIDSSMT- Guidelines 2005 [Urban Infrastructure Development Scheme for Small and Medium Towns] & [2] JNNURM [Jawaharlal Nehru National Urban Renewal Mission] FOR THE DEVELOPMENT OF MAPUSA CITY SHALL BE FULLY EXPLORED AND UTILIZED.
