An observation, if I might make: there are plants growing at the base of the "lions", which could weaken the pillar in the long term. On the other hand, could some enterprising sculptor make a bust of Garcia d'Orta and replace the Ashoka emblem? The Ashoka emblem has got nothing to do with the garden, and IMHO, its appropriate place would be the building that houses the Goa Legislative Assembly.
