This looks like it could be a test case of the new Act the governor gave his assent to. The Goa Ancient Monuments and Archaeological Sites and Remains (Amendment) Act, 2010 which came into existence with retrospective effect from March 1, 2007. An Act which allows the government of Goa to sell off any or all of the forts, churches, chapels, temples, old temple sites and caves to any developer or hotelier to re-construct or re-erect. The British Cemetery lies adjacent to the Cabo Raj Niwas, which is the residence of the Governor of Goa. Yes the same Guv who willingly gave his assent to what the heritage activists are calling the Black Bill. The Guv may rue the day he allowed it, or at least governors of Goa in the future will wonder what he was thinking when he signed on the dotted line. The British Cemetery lies in high security area. It was like a buffer between the heavily built up Donapaula area and the Cabo. The cemetery is one of the 51 monuments the Government of Goa has decided to take control over.
