Dear Celina,
It is my understanding that: While the NRI office is the provider of
(the already budgeted) subsidies to Goan conventions, it is not a
co-host. If it were so, ALL decisions by the 'other co-host' would
have to be run through the Goa Govt red tape....and then on to the
Union Home Affairs Ministry. That goes for any decision to 'invite
anybody else' with or without funding.

You surely know that "Govts' like to know in advance what their
'invited' speakers are likely to say. I submit that no politician (who
is a politician) will take the risk inherent in a unknown speech
material (or in Floriano's case ... the expected fiery fugetio
material). These occasions are supposed to be 'feel good' occasions
where platitudes, niceties and Tolstoy's stories (or is it Tall
Stories) of glorious achievements ring galore during the sipping of
some good fluids and the savouring of different types of kababs and
rice-pilaf. Hardly the occasion for any truth-speaking skewering of
the Alibaba gang.

In summary: such invitations are non-starters
