If I was to address the GLOBAL GOAN CONVENTION 2010 in KUWAIT, this would be it.


The Honourable Commissioner for NRI Affairs, Government of Goa his Excellency Adv. Eduardo Faleiro,

His Excellency, Mr. Ajay Malhotra, Honourable Ambassador of India to the State of Kuwait,

Distinguished GCC Chairperson/President Mr. Carmo Santos and other worthy Office bearers of this potent Goan Cultural Organization,

Global Goan Convention Co-ordinators, Goan Expatriates in the Gulf region, and all other Countries who are attending this Convention,

And

Last but not the least, all my Goenkar brothers and sisters in Kuwait and the world over.


My name is Floriano Lobo and what I say in this address will be very acerbic to the powers that be in my own Country and my own State of Goa. But then this is the reality that we Goans cannot run away from, but must face it head-on as it is going to catch up with us sooner than later.

I represent the new entrant in the Goa's political spectrum, being it's 'founding' President and presently it's General Secretary. It is the GOA SU-RAJ PARTY [GSRP], registered with the Election Commission of India on 31st. August, 2010. It is born to change how Goa looks at organized POLITICs and to bring-in . down to earth, sensible and creditable ADMINISTRATION to this rather small State.

If I did not comment on the erstwhile Portuguese regime in Goa which lasted for 4 and half centuries to start with, something would be missing, because, I have grown-up to my adolescent with this foreign regime ruling Goa. Reflecting back on those days, and striking a comparison, patriotism or no patriotism, I would say that Goa certainly does not want, I repeat, 'does not want' the Portuguese back again, but very badly needs the Portuguese Rule of Law and its unique administration (that was seen working in Goa) back again, like yesterday, period. And the political party that I have help 'found' is going to do just that - Give Goa the erstwhile Portuguese administration in its entirety, plus more. Goans like me are disappointed with the present rule in Goa because it smacks of a colonial rule nonetheless, it having changed from foreign colonial rule to a home grown one. Today, my beloved GOA is in a MESS created by this imported so called biggest DEMOCRARY of the world, with none accountable and responsible, including the last vestiges of 'justice' for a common man which is the JUDICIARY. [ I am talking of Shanti & Prashant Bhushan, on corrupt Supreme Court Justices] The psyche of Goans, the world must remember, has been formulated and sealed with the 450 years of this foreign rule and it cannot be erased from the Goan blood-stream. The first gross mistake that the Portuguese did (read Antonio de Oliveira Salazar) was to allow India to walk in and annex Goa through an act of war. Forewarned, the Portuguese should have been wise enough to hand-over the governance of this tiny colony to the indigenous Goans, who, except for a few imported officials, military commandants and basic contingent of troopers, were handling the day to day affairs of this then Estado da India, and perfectly so. It would be the Goans who would then decide how to get along with its immediate neighbouring big brother, without losing their centuries old meticulously carved-out cultural ethos that was distinctly different from the 'Portuguese' as well as from those of the rest of India. Even if Goans had to decide that Goa should be a part of India, they would certainly ask for a limited autonomy or ' Special Status ' for Goa, to run their own lives and prosper the way they felt best, including the promotion of their mother tongue - KONKANI , which the Portuguese suppressed to no end, conniving with certain lobbies of Goan Hindus, who played a big role in sweetening the ears of their foreign masters against Goa's bonafide mother tongue. It is not too difficult to identity this lobby which ultimately geared up Goans for the merger with Maharashtra. It is a well known fact that when the entire Goan population which included Hindus, Christians and Muslims grew-up speaking Konkani, no Konkani schools were allowed to be set up, neither the English language schools were allowed to have 'Konkani' as a subject, while the religious language of the Goan Hindus , the Marathi language, flourished, with primary schools called 'XALAHS' being allowed to run unhindered. One will have to make a conscious effort to find out if any other territory of the world has gone way-out to suppress one's own mother-tongue. It is also a fact that the mother tongue of Goans, the Konkani language, refused to be suppressed, and Goa, we must remember, is probably the only colony of Portugal unlike Brazil, Lourenco Marques, Mozambique, Angola etc which is not a Portuguese language speaking colony. The credit goes to Goans and for their love for their beloved mother tongue - Konkani.

Pandit Jawaharlal Nehru was known to have said  " Yeh Goa-ke Log Ajeeb Haim .
[ 'Goans are a surprising people'] And he was not altogether wrong to have said that. He must have found it rather funny that the Goan so called 'freedom fighters' who had begged at his feet to have Goa liberated from the Portuguese, didn't even make a feeble attempt to [forget about demanding] ask for 'SPECIAL STATUS' for Goa so that Goa's unique Identity would be preserved. Today, we see the same riff-raff among the so called 'Goa's freedom fighters' have gone on a rampage destroying Portuguese name plaques of streets and houses [Fontainhas, Panjim], and are active in demanding that the government of Goa replaces the Portuguese names of Goan streets and roads, 40 odd years after Goa has been so called 'liberated'. It will be really surprising to know as to how these 'bleeding for Goa' freedom fighters could sleep in peace with the Portuguese name plaques around them for 40 odd years. Or is it that the communal BJP which appeared on the Goa scene circa 2002 injected some patriotic 'venom' into their veins to wake them up from their deep slumber?. This only makes Goans like me wonder if the pensions that Goa's so called 'freedom fighters' are enjoying are not getting well digested and are the cause of giving them excessive amount of gas. In Pandit Jawaharlal Nehru's own words, these are indeed 'Ajeeb Log', at least Naguesh Karmali and Flavian Dias to name a few, are, the freedom fighters who boast of having had a hand in liberating Goa from the Portuguese and who according to me are a blot on the faces of the true Goan freedom fighters, if there are any left.

For another thing, no nation which liberates it's own region or territory from a foreign occupation, occupies the same and holds on to it for dear life against all norms of civility, negating all earlier given promises. This is the case of Goa's Dabolim Airport. It was the Goa's only Civilian Airport during the erstwhile Portuguese regime. It was not the Portuguese Airport. It was Goa's civilian airport, period. The Indian Navy has not only held on to this civilian airport for military purposes as the 'spoils of war, but has been continuously expanding and consolidating its positions in Goa, merely for the purpose that Goa is an excellent vacationing and holidaying spot. Presently, the Navy is eying the islands off the Mormugao Port to deny the residents living on those islands for centuries, their well-being and their livelihoods, in order to use these off-shore islands as picnicking spots, citing the oft uttered words 'FOR SECURITY REASONS'. If this is allowed to happen by the Congress ruled government of Goa, the wounds of GOA that have been inflicted upon it by the casual way that the Anjediva Island has been handed-over to the Navy shall be re-opened and will start bleeding. The powers that be must decide once and for all to re-locate the Indian Navy elsewhere , away from Goa, so that it may work diligently and apply itself to the security of the mainland from the foreign as well as the terrorist attacks such as 26/11 in Mumbai. It is a fact that in spite of a big hype the Indian Navy in Goa is giving us Goans, that it is guarding us against seaborne and airborne attacks, Goa is, in fact, a sitting duck should the terrorists decide to freely move in Goa. The esteemed Indian Navy at Goa cannot even effectively patrol the 200 nautical miles territorial waters off Goa to stop the discharge by passing VLCC tankers [Very Large Crude Carriers] on their way to the Arabian Gulf, their slop tanks of crude oil washings into the sea which is prohibited by international laws, and which discharge in turn invades Goa's pristine and golden beaches as oft seen tar balls. And Goa's beaches are supposed to be the bread and butter for Goa's economy. I have said it many times and I shall say it again, that the security of the port city of Vasco is such that a solitary terrorist can have a field day walking around and blowing the entire port area to kingdom come with just one hand grenade. I am talking about the vulnerable array of petroleum oil tanks in the port area. So much for the security of Goa and Goans. On another note, the Indian Army has been given a big chunk of prime land at Bambolim, Goa, to set up it's camp. And we would have hoped that the Army would vacate the 'Army Signals' Headquarters, the most prime premises, located in central Panjim. However, the Army has consistently refused to vacate these premises which is bang opposite the Collectorate - North Goa, at Panjim. The state of Goa being what it is in size is not expected to 'bleed' for the security of the rest of the country, especially when it is being looked down upon and it's identity sought to be finished on the double.

At this point I want to quote the 'Indian Magna Carta' of December 18, 1948 - called the Jaipur Resolution -

With the establishment of independence in India, the continued existence of any foreign possessions in India becomes anomalous and opposed to the conception of India's unity and freedom. Therefore it has become necessary for these possessions to be politically incorporated with India, and no other solution can be stable or lasting or in conformity with the will of the people. The Congress trusts that this change will be brought about soon by peaceful methods and the friendly cooperation of the Governments concerned.

Reference to the above resolution an on the topic of glib promises given by Pandit Jawaharlal Nehru, prior and post 'so called liberation' of Goa, every promise of his, it can be seen, has been designed to fool Goans. His promise that Goa's unique identity would be preserved no matter what, was smashed to smithereens barely three years after his passing away, by his own daughter Mrs. Indira Gandhi, who took charge of the nation as it's Prime Minister after the sad sudden, unchallenged and hardly investigated demise of the interim premier Shri. Lal Bahadur Shastri, by ordering the most insensitive, obnoxious and divisive Goa's 'OPINION POLL' of 1967. Was she not the daughter of the man who had walked that extra mile to promise Goans that their unique identity would be preserved? I have personally heard him utter those words when he spoke at a public meeting at Mapusa where the present Kadamba Bus Terminus is located, immediately after Goa was run-over. By giving this 'OK' for the 'Opinion Poll' to go ahead, did not India help in dividing Goans permanently and completely? Where was the question of preserving Goa's unique identity if Goa was merged with Maharashtra? What right did Mrs. Indira Gandhi have to entertain this request from the pro-Maharashtra lobby headed by the un-Goan Chief Minister of Goa . Shri. Dayanand Bandodkar with his Maharashtrian tutor Shri. Janardan Shinkre? It is an absolute credit to Goans to have defeated this mergerist move by the enemies of Goa. 'Honourable Eduardo Faleiro, Sir, Wouldn't the post of the Commissioner of NRI affairs that you are presently enjoying today be rendered non-existent if the merger had taken place? Would you be hosting this convention in Kuwait as the Commissioner of NRI affairs which is a cabinet rank? Rather, you would perhaps be a mere on of the 'collectors' of Goa, if at all, and which post is far from meriting cabinet ranking. However, I must say that it has been an honour and a matter of 'pride' for us Goans that you, a Goan, has occupied the most prestigious Union Cabinet Post as the Minister of State for External Affairs for many years. Was it not your own CONGRESS PARTY that sanctioned the devastating 'Opinion Poll' ? Did this great ruling party of yours ever contemplate on extending an apology to Goans for bringing them close to a disaster as a people with unique identity? Was it not Pandit Jawaharlal Nehru's dreams to see colorful mosaic of colloquial India? And did he not truly consider Goa as a part of India ? So why this injustice towards Goans in particular? Who poisoned his mind?

Additionally, on what basis did Dr. Mario Soares, the Foreign Minister of the Republic of Portugal sign the Treaty for Commencement of Diplomatic relations between India and Portugal at New Delhi on 31.12.1974 with his Indian counterpart Mr. Y.B. Chavan? India had consistently maintained that Goa was a part of India. So, why was this Treaty even entertained by India with the country it felt right and proper to eject by force? If the Portuguese, who were humiliatingly driven away from Goa like dogs in 1961, wanted to come back with honour, the least they could have done was to ask the Goan intelligentsia for it's opinion before signing this Treaty. If this was done, Goans would have advised them that they should insert a clause in the said Treaty and adhere to it, that India will give 'Special Status' to Goa in a time-bound manner. It is believed that Antonio de Oliveira Salazar of Portugal had instructed his last Governor General in Goa, Manuel Antonio Vassalo E Silva to 'burn' Goa before exiting, incase India made the attempt to invade Goa. Fortunately for Goans, the good Governor General did not comply with this instructions on a purely humanistic gesture towards Goa's population. Therefore, it looks like the Portuguese had no consideration for Goans whatsoever and have come back with their tails between their legs by being sweet with India with a hidden agenda. Besides consolidating their position in Goa, the Portuguese are doing much more damage to Goa and Goans by way of issuing Portuguese passports to Goans in hundreds, there-by draining Goa of Goans, to make them the third-class citizens of Portugal. It looks like this is a well thought-out revenge for having been unceremoniously kicked out from Goa. This is a million dollar question that conscious Goans will have to ponder upon.

India is harping of being the biggest democracy of the world. This biggest democracy ushered into Goa a democratic system of governance without ever bothering to ask Goans whether they wanted this brand of democracy at all or not. If this question was asked at the outset, after it was 'so called liberated' by force through the one day war, Goans would have surely opted for the type of democracy they wanted. Today, this same, biggest democracy in the world is giving Goa the government Goans do not deserve. Goa's every moving muscle and it's thinking brains have been commandeered only to be looted and plundered. Which democracy allows a migrant to vote in it's mainstay elections? Which democracy allows its officials to register migrants ( who have their voting rights in their own States intact) as voters in another State without their voting rights in their original states cancelled? Which democracy allows foreigners on tourist visas to be enrolled in the State's electoral rolls as well as to establish businesses and set up non-penetrate'able enclaves of their own to do what they want - when they want? Goans like me do not want or need this type of phoney democracy. Goans like me do not want to be stripped of their pants in broad daylight. Goans like me are telling this biggest phoney democracy to go packing back to where it came from and leave us alone so that we can come up with better ideas how to rule ourselves, modestly and without getting wiped out. Or else, the biggest democracy must DELIVER. Goans like me will accept the biggest democracy when it BEHAVES itself and cleanses Goa's unique electoral rolls off the unauthorized and illegal voters who are the vote-bank of their Goan chamchas. Goans like me want to put a government of Goans in place which is for Goans and by Goans only. Goans like me do not want our august Legislative Assembly to be crowded in the immediate near future by rank outsiders and migrants who will never be sympathetic to Goan causes or bleed for GOA. Goans like me will want to shut the doors of our beloved GOA to the unwanted and undesirable community of the world, once and for all, which has been allowed to consolidate their illicit trades of drug, sex and criminal activities and to prosper, by the shenanigans who call themselves the keepers of GOA, who are actually dancing puppets on the strings pulled from Delhi.

Indeed, what I had said in the beginning holds true, that this address will be very acerbic. As a Goan, and who has been continually trying to sound my fellow Goans that the path that we are led on by the High Commands from New Delhi, Nagpur or Maharashtra is the path to disaster in the long-run. Maybe most of the Goans who are the collaborators and/or the puppets and 'YES' men of these High Commands have made it big in terms of money, name and fame. And they have consistently failed to see that Goa cannot be a 'steel-rolling mill' hub, a 'manufacturing' hub, a 'SEZ' hub etc. This is because Goa does not have a labour force. Setting up these units will only dilute Goa's demography more and more until Goa's identity vanishes into thin air, including its environmental balance and ecology through indiscriminate atmospheric pollution. They must understand that GOA is ripe to be the 'EDUCATIONAL' hub, the 'Service Industry' hub, where Goans, who are an educated white collar force can remain in their Goa and take Goa to its height. Goa's agriculture which was throbbing during the Portuguese regime through the unique system of COMUNIDADES has been devastated by one single signature on the malafide and intentional vote-banking 'Tenancy Act' by the enemies of Goa. This has to be revived since Goa is made totally dependent on the neighbouring States for its agricultural produce. But if they continue to do the bidding of their High Command Masters in Delhi etc. the Goan posterity will spit on them in time to come, and it will be difficult for them to even lie in their graves in peace.

And coming back to the oft spoken 'preservation of the Goan Identity' , we see Airports, the world over having been named after their beloved leaders. We see it in this very country too. We Goans, as I have said earlier, would have lost everything dear to us if it was not for Dr. Jack de Sequeira fighting it out to save Goa from being merged with Maharashtra. He is the 'HERO' of the historic 'Opinion Poll of 1967', and GOANs will always remain indebted to him for his sacrifices. Before too long and before this heritage of Goa and Goans is diluted by giving it some nonsensical name, it is imperative that Dabolim Airport be named after Dr. Jack De Sequeira as 'DR. JACK DE SEQUEIRA AIRPORT.'


Dear Goans at this 'Global Goan Convention at Kuwait, and Goans at large. Please consider yourselves as lost souls without the unique identity that your fore-fathers have worked hard for and maintained through thick and thin so that you may keep your heads high and be respected. It is not your prerogative to allow your own hard-earned IDENTITY as GOANS to be rubbed into the ground by people who do not know the very meaning of PEOPLE'S IDENTITY and what it means to them. Please do not render yourselves and your generations to come, orphans. You will be well advised to read the letter written by Advocate Antonio Bruto Da Costa to Pandit Jawaharlal Nehru immediately after the annexation of Goa to understand your Goanness, which letter is available at:
