Ratan Tata talks about a smoke screen created by the media that shields the 
real scam. Is the same happening with the RP2021 taluka level plans? An 
editorial in Navhind Times mocking the Panchayats and hailing the government is 
followed by an editorial in Herald on the next day with a similar tone. Today 
the Editor of Herald writes another report glorifying the various components of 
RP 2021 taluka plans. He seems to mock the lay people who attempt to analyse 
the RP. But the question all seem to cover up is how can a RP for Goa be 
released in tits and bits. If both policies of the State and Land Utilisation 
Plans are common for the state, how can rest of Goa get the larger picture of 
interrelated factors of a Goa RP ? Who is going to question this contradiction? 
If the media does not talk for the people then who will? The government can 
always sell its merchandise at the tax payers cost through various fora. The 
common man does not have those resources nor the energy to do so after toiling 
for his bread the whole day.
