Another Hijacked email address - always seems to be Yahoo or hotmail; how do they do this?

I am presently in West Africa for a seminar which just ended and am having some difficulties that i need your urgent help to resolve unfortunately I was mugged at the park of the hotel where we stayed,all cash,credit card and cell are stolen from me but thank God i have my life and my passport with me.I've been to the embassy and the Police here but they're not helping issues at all and flight leaves in few hrs from now but I're having problems settling the hotel bills and the hotel manager won't let me leave until we settle the bills.
