Please come to Goa and witness it for yourself whether it is hot or cold. Today, many people are health-conscious - they would rather wear casual clothes than a suit and get suffocated! No wonder, we hear suit-wearing men complain every now and then in the "festachi feri" (feast fair):

"Xi, kitem gorom zata re - ghamanche lott gelet; sutt bhizon sarkem thapo zalam!" (It's so hot that I am sweating like a pig; my suit is completely wet!) What else do you expect when you wear a suit in hot weather!
