It is not necessary to have a Goan as a Governor of Goa. We had pretty good and effective governors in the past, and two that come to mind immediately are Jagmohan and General Jacob. But if you insist on a Goan for Governor of Goa I would rather have former Police Comissioner of Mumbay Julio Ribeiro who now in retirement runs Public Concern for Governance Trust, an anti-corruption NGO in Mumbay. That is the type of Goan we need as governor of Goa - impecable reputation and highly respected and effective. Given the levels of corruption in Goa he would be ideal to help bring some order and compliance with laws ans regulations....
