What's it with gutka that is different from, say cigarettes, or liquor (in a
state where alcohol flows freely)? For that matter, how are casinos
different from the banned matka (two-digit illegal gambling)? Just that the
not-so-affluent use them?
Isn't it a sham that the Goa Public Gambling Act (a law meant to control
gambling) was amended, virtually by stealth, to specifically permit
"offshore" casinos to operate? Just shows the hypocrisy of those in power
(regardless of party) and also we in the middle-class who set the agenda. FN

ACCUSED CONVICTED FOR STOCKING AND DISTRIBUTION OF GUTKHA

The Hon’ble Judicial Magistrate First Class, Ponda – Goa Ms Pooja C.
Kavlekar convicted Shri Pandari P. Naik of Kavle, Ponda for stocking
and distribution of Gutkha under Section 87A Read with Section 87F of
Goa Public Health ( Amendment) Act 2005 to undergo simple imprisonment
of 6 months and to pay fine of Rs. 10,000/- and in default of payment
of fine, to undergo imprisonment of 7 days. The said Judicial order
was pronounced in open court on 20/11/2010.
The case of prosecution was that the Accused Shri Pandari Naik of
Betalwada, Kavlem, Ponda was found stocking and distributing Gutkha
which food article contains tobacco and which is injurious in terms of
Section 87A of Goa Public Health (
Amendment ) Act 2005. The prosecution case was filed by Food Inspector
Shri Rajiv Korde and assisted by Ld. Asst. Public Prosecutor Mr. C.
Rodrigues and is one of the first case that has been convicted by the
court with several others to follow.
