Agree with FN. Motive of keeping Govt intact may be one possibility. There are 
three more:
Earstwhile politicos preferred Benami deals, which have now become very risky. 
Deals in own name risk raids by IT/ED. But there are ways. When some big deal 
is to be executed, seasoned businessmen doctor raids on themselves and come 
clean. Then they execute the big deal. IT then finds difficult to raid a second 
time within a short period. The top IT echelons do not approve the raid 
questioning previous false alarm. 
The third is elimination of candidates for CM post, post next election, which 
may be preponed. Ravi is already nose deep into drug-police fiasco. Daya 
effectively sidelined after his tirade against miners. Khashe is now old. 
Churchill does not belong to major (70%) community. Though this should never be 
criteria, the cong hi-command (based on the analysis by a confidante from Goa) 
has been following for last 5 years, the norm that CM must be from majority and 
the state President also from amongst majority most of the time. All the names 
above are also not acceptable to miner-builder lobby, the real hi-command of 
Cong-NCP combined. Only challenger with a rapport with the lobby is Vishu. He 
may have 5 seats of his own in the next assembly. 
While miners with mines predominantly in the south are firmly Digging, atleast 
one with stronger presence in Sattari-Bicholim is secretely Vishing. The raid 
could also be for harnessing straying miners.
