Please note the selective use of the word criminals to refer only to security
personnel. He is trying to tell us that the Maoists who are killing hundreds of
innocent civilians and security personnel each year are not criminals.
In 2010 alone, the Maoists killed a total of 526 innocent civilians and
security personnel.
