Hi Soter, I think this is what we are supposed to believe: 1. Migrants (rich and poor) are innocent victims and law-abiding. 2. Goans are victimizers, oppressors and not law-abiding, specifically depriving non-Goans of their rights. 3. Non-residents Goans should be blamed to deflect from any local Goan issue. 4.
