The Union Law Ministry has recently rightly directed the Attorney General and the Solicitor General of India not to directly entertain any requests for legal opinion without the matter being referred by the Law Ministry. All ministries, departments, Public State Undertakings and Autonomous bodies have also been directed not to seek any legal opinion or advice directly without consulting the Law Ministry.
Such a system needs to be enforced in Goa where all sorts of files are being directly sent by departments and other authoririties to Advocate General Mr. Subodh Kantak for legal advice. The files sometimes remain there for months together and there is no way of tracking them. The Advocate General’s office does not keep any record of files sent for legal opinion or advice. So routing all files to the Advocate General through the Law department may bring about the much needed legal discipline.
