The occupation of vast tracts of land by the indian army in Goa is an indicator of what may come if the Goans had to react to the invasion. I believe that bringing to the attention of the world the question of Goa is one way to change the current status of morass of post 61 era. BC Dear All,
The editorial from the latest EPW (Economic and Political Weekly) is pasted below. I believe it has significant lessons for Goa. First note the interesting and important distinction between nationality (that can be plural sovereignities - thus allowing for a autonomous Goan identity/ nationality) and citizenship (that includes and stresses political rights). It suggests then, that Seperate nationality is not necessarily as is commonly feared, anti-Indian. Secondly, this distinction also points out that while this ought to be the way to go for a pluri-national state like India, the State is not keen to resolve this issue. This draws to the fore the imperial nature of the Indian State, which merly continues the colonial British political project. Indeed, in the manner in which the post-colonial Indian State has swallowed independent States like Hyderabad, Kashmir and Goa, the Indian State has done what the British were unable or unwilling to do.
