Below is a very serious threat to democracy in Goa.  A demand by certain 
elements presumably agents of some politicians who are now attempting to 
curtail public spaces for dissent. If one may recall, during the Parrikar 
regime a notification issued by the then CCP officer banned public 
demonstrations in certain areas of Panjim. Hitler's progeny seems to be on the 
rise in Panjim.
Morchas shouldn't be allowed in Panaji: PCIG

PANAJI: Panjim Civic Improvement Group (PCIG) has demanded that no morcha 
should be allowed to enter the city limits as public rallies create 
inconvenience to the public and motorists. Instead, it has suggested that the 
CCP, in consultation with the government, should allot an open space on the 
outskirts of the city which could be called morcha maidan. 

This demand is included in the people's manifesto released by PCIG. The 
manifesto also says that CCP should aim to achieve zero-tolerance of corruption 
and all councillors should disclose their income/assets annually and that there 
should be no red beacon car for the mayor, convener Juino de Souza said. 

Agreeing with the sentiments of the people of Campal, the group has strongly 
expressed its view against having a convention centre in Panaji. 

PCIG has also said that buildings should not be allowed to cover the open 
terraces by raising the height to put up rooms. In such cases the CCP must 
charge such persons for extra floor. Besides, shops that are dug below to have 
mezzanine floor should be charged a hefty fee and transfer fee of 1/3rd the 
market value should be charged for CCP owned shops along 18th June road. 
Occupancy certificates and construction licence fee for new buildings should be 
proportionately increased in tune with market prices. The civil society group 
has also suggested opening a ward office in Ribandar and has demanded that 
CCP's annual balance sheet should be made public. Birth and death certificates 
should be made available online.

Civic group wants party politics out of CCP polls

PANAJI: Keep party politics out of civic elections, seemed to be the message 
given by the Panjim Civic Improvement Group (PCIG) at a public meeting in the 
capital city on Thursday. 

The meeting saw a decent attendance, including some candidates contesting the 
Corporation of the City of Panaji (CCP) polls. However, while it was convened 
to hear the public voice the purpose was lost with poll candidates taking 
potshots at rivals. 

PCIG convener Juino de Souza said, "The CCP owes civic responsibility not to 
its voters alone but to the one lakh Goan stakeholders who visit the city each 
day in connection with work, and they also require civic amenities." 

The meeting concluded with a resolution that the recording of the meeting be 
sent to the leaders of both panels contesting the polls-Manohar Parrikar and 
Atanasio 'Babush' Monserrate-as well as to the chief minster and chief 
secretary for review and implementation of the suggestions. 

Others who spoke at the meeting included Avinash Bhonsle, Aires Rodrigues, 
Edgar Ribeiro, Annand Madgavkar, Sushma Khandeparkar, Santosh Kenkre, Avelino 
de Sa and Matanhy Saldanha.
