Vichar Vibhags should be constituted in every Panchayat

Village Panchayats should constitute Vichar Vibhags in every panchayat consisting of an engineer, architect, lawyer, doctor, a teacher and other social workers preferably from the concerned panchayat area or from a nearby panchayat to advise the panchayats on planning and development from time to time, said Mr Shantaram Naik at Dharbandora on Sunday.

Mr Naik who who was laying a foundation stone for a laboratory-cum-library cum gymnasium project for Barabhumi High School, further said that the Vichar should be constituted at a meeting of the Gram Sabha so that the every villager is involved in process of constituting the Vichar Vibhag.

Mr Naik said that the government should hasten the process of devolution of powers to panchayats, and that at least those powers which do not involve allocation of much financial burden, be delegated first.

Mr Naik said that Dharbandora is a gateway to Goa from the East side, and, it is upto the people of the proposed new taluka, to make the gateway beautiful and more developed, so that, the tourists who enter through this gateway are equally enchanted as those entering Goa from the northern side.

Mr Naik further said that villagers must keep a safe distance from the communal and divisive forces who may initially try to lure people with big ideas but their ultimate aim is destruction and not development.

Mrs. Rashmi Lambor, Zilla Panchayat Member and Mrs. Yogita Naik, Sarpanch of Sancordem Village Panchayat also spoke on the occasion.

Shri Madhavrao Dessai, President of Barabhumi Education Society gave welcome speech.

Shri Sukdo Gaonkar compered the proceedings of the meeting.
